Open Access Publishing

This guide details several transformative agreements with scholarly publishers under which CI faculty may publish Open Access without paying APC charges.

What is a Transformative Agreement?

"Transformative agreements are those contracts negotiated between institutions (libraries, national and regional consortia) and publishers that transform the business model underlying scholarly journal publishing, moving from one based on toll access (subscription) to one in which publishers are remunerated a fair price for their open access publishing services." (Efficiency and Standards for Article Charges, ESAC)

Currently, CSU Channel Islands is a part of four transformative agreements that cover open access publication fees (known as APCs or article processing charges) for Channel Islands authors. Please see below for details of each. This page will be updated regularly to include new agreements and to remove those that have expired.

American Chemical Society

The current CSU-American Chemical Society Transformative Read and Publish agreement ends December 31, 2025. In order to qualify for an APC waiver, articles must meet the following conditions:

  • The corresponding author must be employed by the CSU
  • Includes 60+ hybrid journals published by ACS
  • If the author has received grant funding towards publication, this funding must be exhausted before requesting funding support from this agreement
  • Articles must be accepted between 1 January 2022 and December 31, 2025
  • Approval is mediated by the University Library. You will be notified by email that your request to publish open access has been approved

Elsevier

The current CSU-Elsevier Transformative Read and Publish agreement ends December 31, 2027. In order to qualify for an APC waiver, articles must meet the following conditions:

  • The corresponding author must be employed by the CSU
  • The article must be accepted for publication into one of the included journals. Use this journal search tool to see if your journal is included
  • Articles must be accepted between 1 January 2025 and December 31, 2027
  • Approval is mediated by the University Library. You will be notified by email that your request to publish open access has been approved

Oxford University Press

CSU Channel Islands is part of the Oxford University Press/UC/CSU/SCELC Transformative Read and Publish agreement. To be eligible to publish Open Access and use funding from participating CSU institutions you must be:

  • the corresponding author of the article

  • affiliated to one of the UC, CSU or SCELC affiliated institutions listed below

  • You must indicate this as your primary affiliation when submitting the article in order to be recognized as eligible

  • publishing a research article, review article, case report or brief report which is received into OUP production on or after 4 February 2025

  • publishing in an eligible hybrid or fully open access journal

  • If you are publishing your article in a Supplement, then you are not eligible to use Read and Publish funds to cover the open access charge.

  • If you have any concerns about whether you are eligible for this Read and Publish agreement (e.g. if you have emeritus or visiting professor status), please contact your institution to confirm.

Wiley

CSU Channel Islands is part of the SCELC-Wiley Transformative Read and Publish agreement. In order to qualify for an APC waiver, articles must meet the following conditions:

  • The corresponding author must be employed by CSU Channel Islands or another SCELC participating institution
  • Article must be accepted for publication in an eligible Wiley fully OA or hybrid journal (please see list of eligible journals on SCELC guide)
  • Articles must be accepted between 1 January 2024 and December 31, 2026
  • Approval is mediated by SCELC and there is no cap on the number of publications approved.
  • APC discounts will be provided for grant funded corresponding authors ($1000 of list price APC)
  • APC waivers will be provided for unfunded corresponding authors
